I think that Betsy Ross sewed the flag, but Francis Hopkinson created the idea of the flag, and George Washington asked them to do it. My theory is that George Washington wanted a new flag because when he raised the the Union flag his soldiers thought that he was surrendering to the British so he asked Francis Hopkinson what it should look like, and Betsy to make it.
